The improvements under this contract consisted of reconstruction of roadway on US-19 (SR 55) from north of Whitney Road to north of SR 60 in Pinellas County, Florida. This project included structures (bridges and retaining walls), storm sewer construction, signing and pavement markings, lighting, signalization, Intelligent Transportation Systems (ITS), and numerous utility relocations. A large portion of the utility work was performed as part of a Utility Work By Highway Contractor Agreement (UWHCA). The utility improvements included over one mile of 48” water main, a portion of which had to be installed by micro-tunnel methods under Allen Creek connecting to upper Tampa Bay.

Improvement highlights for this portion of northbound I-275 included:

  • Cross traffic on US-19 was eliminated thus reducing congested intersections
  • Frontage Roads were used for local traffic only providing better access to businesses
  • US-19 is now used for through traffic therefore improving flow through the corridor
  • Improved lighting and signalization
  • Implemented ITS system
  • Upgraded utilities
  • Increased capacity
  • Improved stormwater management system

This ARRA-funded project required effective coordination with over 20 utilities owners to successfully complete this project along one of Pinellas County's busiest thoroughfares.
